Since President Obama signed the health care reform act into law on June 17, 2011, labor unions have been receiving an overwhelming majority of waivers. More have been granted since the administration tightened application rules last summer.
More than 543,812 union workers are now exempt from the law while only 69,813 employees of private companies are. Most of those private employers are small businesses.
Labor unions backed the health care reform and now, over a half million of their members are now exempt.
